A deviation reason must explain why ordinary competitive procurement could not be followed. A label such as “sole source” is a conclusion, not a justification. This register re-reads the published deviation and expansion reports and notes, for review, the entries whose recorded reason does not, on its face, establish that the supplier was the only lawful or practical option. This tool is a user-friendly depiction of existing public data.
